Please i need help about mail returns[canadian post to usa]?

If something gets mailed through Canadian post to chicago, and if the person that is suppose to get it in chicago doesn't want the item anymore... could he just reject the mail, and would that said mail be returned to the original shipper? Or will the person need to reship it back to the original address?
