Auto Broker asks for deposit after car has been delivered?

An auto broker i was using is now requesting i supplement him an extra 50 dollars for the delivery fee in which i paid the driver the $425 for delivery. the broker told me that if the money wasnt paid they could put a lien on the vehicle and have my license suspended because they are in conjunction with the department of motor vehicles. i never signed the contract with them neither did the shipper of the car. is the broker telling the truth? should i pay the extra $50 or is this guy just trying to get some more cash.
